At the suggestion of Aryeh Neier, then President of OSF, he visited other countries that were undertaking post conflict reconciliation processes at the time.

This support and learning exchange were instrumental in developing the idea of a national reconciliation commission through the work of Justice in Transition (JIT), funded by OSF. JIT hosted an international conference that resulted in the decision to establish the South African Truth and Reconciliation Commission (TRC) which was set up in 1995 and began formal hearings in April 1996 which was headed by Archbishop Desmond Tutu with Alex Boraine appointed as Deputy Commissioner.
