In 1995, George, with the support of Herb Sturz, Dr Van Zyl Slabbert, Cedric de Beer, Khehla Shubane, and others, through discussions with President Nelson Mandela, started the National Urban Reconstruction and Housing Agency (NURCHA).

For 20 years, OSF’s support and equity partnership with government addressed the critical housing backlog in South Africa, that emanated from spatial inequalities and race-based housing policy of the apartheid government. Between 1995 and 2015, NURCHA financed the construction of at least 350 000 houses in neglected and poor communities. NURCHA also significantly contributed to the transformation of the housing sector, promoting a new generation of black, female, construction company owners.
